Can key aviation security partners manage shared problems by implementing shared solutions?

Idon't know if there is an answer to the question in the title, but I do believe it is a philosophical debate that is needed, particularly during times of high risk or when new problems arise. I challenge the current and accepted aviation security 'solution' paradigm, or model, to manage risk, and particularly question the adequacy of information sharing within it. In essence we have a way of thinking and operating during times of heightened threat that is built on the following process: governments acquiring intelligence, their evaluating the risk and making decisions on that basis, and then imposing regulations or, at best, consulting the industry, based on those decisions. The present paradigm is supported by an outdated global framework, an abundance of unilateral decision making, and it inherently protects the strongest individual viewpoints or interests. I suggest that there is a need to shift from the prevailing model that generally works during 'normal times' to a global model that encourages meaningful consultation and involvement of all industry partners in developing shared solutions covering all threat scenarios, low and high.
