1. The economic and social need to develop Eilat and the southern regions of Israel; 2. The need for the airport to be an acceptable travelling distance from the city of Eilat; 3. To be in an area large enough to allow the construction of all the facilities necessary for the designated aviation and passenger traffic; 4. Locating a site where the topography was suited for airport construction; 5. Meeting civil aviation regulatory demands.
