The ultimate low IFR departure includes a zero-zero takeoff: essentially no horizontal visibility and an indefinite ceiling. To make it interesting, we'd also forego the possibility of climbing out to VFR on top. (To make it really interesting, the flight would be conducted in IMC, only breaking out into VMC after landing at the destination, or on the drive home. -Ed.) The closest the FAA's Practical Test Standards (PTS) comes to either requiring an applicant to demonstrate the zero-zero takeoff or allowing a pilot to formally experience one is on the ATP checkride.
