It isn't even close; of the four major categories of fleet variable expenses―fuel, maintenance/repair, tires, and oil―fuel is by far the largest. Sixty percent or more of a typical fleet vehicle's operating costs are burned up in fuel. For a long time, fuel was an expense reimbursement item; drivers purchased fuel and submitted the expense for reimbursement. In the early 1980s, fleet management service companies and lessors experimented with fuel cards; but the process at the time was still manual, acceptance at the facility level was spotty, and the experiment soon fizzled. In the early '90s, the universal fuel card was born, and with the advent of electronic approval and pay-at-the-pump systems, the idea soon took off. Today, fuel card programs are a critical part of most successful fleet management operations.
