On 23-24 May 2011, the Griffith Asia Institute and the Centre for Governance and Public Policy, Griffith University, hosted the workshop New Actors and the State: Addressing Maritime Security Threats in Southeast Asia. The aim of the workshop was to examine the ways in which new actors (including some established organisations that are new to the region) have become involved in addressing maritime security issues in Southeast Asia and how their participation has affected the presumed role of the state as the primary provider of (maritime) security. It focused on the involvement of three types of new actors, namely: commercial actors, not-for-profit organisations, and multilateral institutions/organisations, in combating four of the most pressing maritime security issues in Southeast Asia: maritime piracy, illegal fishing, border security and maritime terrorism. The workshop was conducted over four sessions, each focusing on one of the four security issues and featuring three speakers covering the involvement of one of the three distinct new actors.
