The US allocates 16 per cent of the cost of ship on training while the UK dedicates 19 per cent for the same task, according to their project offices. Both these nations also have specialised amphibious units with years of experience in training and operations. Yet both have had their issues in standing up new amphibious capabilities despite their extensive experience and the culture of such operations already in place. At this time, Australia has no comparable culture. The development of culture takes more than dollars; it takes time and an effort of will to change.
