Chaired by Prime Minister Ryutaro Hashimoto, the government's Administrative Reform Council held its 11th meeting on May 1 at the prime minister's official residence in Tokyo. It discussed and approved a draft interim summary incorporating the basic views of its members on how to restructure ministries and governmental agencies, as well as their opinions on improving risk management by the cabinet.
