The land of guanxi, or personal connections, is getting serious about letting strangers help fill job openings, and World Trade Organization rules are helping to fast-track the process. Less than a decade ago, few business-people in China were even aware of the concept of executive search and recruitment. Personal and political connections were mostly what mattered. "Even five or 10 years ago, having a foreign company come in to recruit wasn't acceptable," says James Beazley, China country manager for TMP Worldwide Inc., which provides human-resources, services, including recruiting. "The thinking was that a foreign-search firm was here to take talent away from China."
