EDWARD MCCARTIN: The place for renewable subsidies in the Philippines

A few months ago, I was on a panel in Manila. There were two experienced local developers and two regional advisory types. The question was how the Philippines' fuel mix would develop. The local developers, who were keen on renewables, were adamant that the government tell us what to build and where, and even more how much the government would pay for renewable energy, or development would be stuck. The advisory types asked why the government would give such direction or tariffs where the idea was for the market to set the prices and give the incentives to proceed based on logical market pricing and reliable supply.
