Challenges in the national standardization of transport protocol expert group service technologies in Korea: implications for latecomer countries

Transport Protocol Expert Group (TPEG) refers to the European standards used for transport information services via broadcasting systems. Korea achieved success in the commercialization of TPEG for its indigenous broadcasting networks and the international standardization of a TPEG application. However, the domestic standardization of TPEG experienced severe conflict among stakeholders and commercialization was considerably delayed. This paper explores the sources of problems by utilizing the sectoral systems of innovation framework. The results show that the problems can be explained by sectoral evolution in a latecomer country. From the results, this paper seeks implications for national technology standardization in latecomer countries.
