Since the end of the Cold War, the Association of Southeast Asian Nations (ASEAN), now in its 24th year of existence, has attempted to upgrade its strategic role and relevance in the changing environment of Asia-Pacific international relations. The global as well as regional configuration of power underwent significant transformation following the dramatic collapse of the Communist superpower, the Soviet Union, and its empire in East Europe and around the globe. As such, the dictates of strategic necessity and survival required some serious rethinking in Southeast Asian capitals regarding the most appropriate strategies and responses to the emergent post-Cold War era of the 1990s and beyond.
