Dating back at least 200 years, I suspect, volumes have been written about the benefits of training lieutenants at unit level. And although there is no question that the best lieutenants are trained at unit level, too often why commanders need to focus on training their lieutenants takes a back seat to explanations of how-which is unfortunate, because regardless of the level or purpose, both the how and the why are equally important components of all "train the trainers'' programs.
