U.S.-Russian Partnership for Advancing a Nuclear Security Agenda

This report argues that Russia and the United States should "expand their cooperation and direct their combined expertise and resources to address nuclear security needs worldwide." The authors contributing to the report identify the factors that have made U.S.-Russian cooperation in this area successful for the past two decades and propose expanding the bilateral collaboration by applying the lessons learned to third-party countries. The report focuses on two regions: Southeast Asia, because of its "anticipated expansion of peaceful nuclear activity," and Central Asia, which inherited nuclear and radiological material from the Soviet Union. Both areas face issues of terrorism, underdeveloped legal and institutional frameworks, and untrained personne l, according to the authors.
