The September 11, 2001, events and their aftermath raised numerous questions about the importance of secrecy, intelligence services, and their role in democratic societies. "Who is watching the spies?" and "How are the spies watched?" are the two central questions addressed in the book edited by Hans Born, Loch K. Johnson, and Ian Leigh in an attempt to identify the necessary principles that should be considered by any nation that wishes to put intelligence services under democratic supervision. A result of the cooperation among the Geneva Center for the Democratic Control of Armed Forces, the Norwegian Parliamentary Intelligence Oversight Committee, and the Human Rights Center of the University of Durham, the book analyzes the strengths and weaknesses of the intelligence systems of Argentina, Canada, Norway, Poland, South Africa, South Korea, the United Kingdom, and the United States.
