Ever since a Guggenheim Museum was established in the Basque country, there has been a lively debate about to what extent the "Bilbao Effect" generated there might be applicable elsewhere. The Centre Pompidou wanted to find out and now, with Shigeru Ban as architect, is attempting to discover the answer in the industrial city of Metz.
