In an age of climate change and its catastrophic effects, the growth of big cities is viewed far more critically than in the 1990s, when the focus was on establishing and maintaining a perfect network of urban mobility. Carlos Moreno, professor at the Sorbonne, deals intensively with the concept of the smart city (which is already standard in Dutch Groningen and Utrecht) and endeavours to convey the idea to French policymakers in an effort to foster a more sustainable approach to urban development.
