An arbitrator has jurisdiction to determine those issues that he has identified from the parties' submissions to be within this remit. He cannot accept submissions on matters outside of these issues or over which he has no jurisdiction. Refusal to accept such submissions does not amount to bias or prejudicial behaviour on his part.
