Understanding E-Democracy and E-Government through MAPS: Management, Applications, Policy, Services

摘要

This article defines e-democracy and e-government in the context of the information and communication technologies (ICT) field and discusses public policy interests in these new approaches to government. The topic area is innovative, complex and challenging. The article therefore suggests a conceptual framework for clarity and understanding called management, applications, policy, services (MAPS). This article gives an overview of the term e-democracy and identifies key policy players. It also provides research-poll results, illustrates benefits and discusses implementation barriers, risks, and critical success factors. It emphasizes the importance of standardization. The article concludes with theoretical reflections on e-democracy and information and communication technology (ICT) development. It makes practical recommendations on U.S. policy, and the kinds of organizations that could advance e-democracy and e-government effectiveness and efficiency. The article includes two tables, nine figures, and references.
