The federal Drinking Water State Revolving Fund (DWSRF) has provided almost $9.5 billion to finance nearly 4,400 projects in all 50 states and Puerto Rico through fiscal year (FY) 2005, reports the US Environmental Protection Agency (USEPA) in a report on the 9-year-old program. Averaging more than $1.3 billion in annual assistance since Congress created it in 1996, the DWSRF has provided 20-year loans at increasingly lower interest rates that are now just above 2%. This has occurred while also realizing $1.70 in returns on every federal dollar invested, with not a single default to date, reports USEPA in the 2005 annual report.
