The phrase "water supply crisis" is often used to characterize the water-related problems that are faced by many countries around the world. But is the problem a lack of supply-or inefficient water management? The distinction is important. Granted, there are parts of the world where the available water supply is not adequate for the population. However, it is too often assumed that there is not enough water to go around because shortages develop under status quo water management strategies, when, in fact, new approaches could result in a more efficient allocation of water resources.
