Maintaining water service to 2.6 million people in the San Francisco Bay Area in California while building 82 projects connected to the Hetch Hetchy System has required thoughtful planning and risk management. The San Francisco Public Utilities Commission's (SFPUC's) operations branch, the Water Enterprise, performs an average of three to five system shutdowns annually to accommodate routine maintenance and repair activities. To facilitate Water System Improvement Program (WSIP) construction, more than 180 system shutdowns are required, with a majority scheduled to take place during a four-year period. Many shutdowns are restricted to a short, low-demand seasonal window, and many of these shutdowns cannot overlap to manage system risks and operational resources.
