摘要

You-or someone at your utility-wrestles with it almost every day-how to best tackle the capital projects that will keep your utility sustainable. We hear about the backlog of projects that have resulted from the recent struggling economy, we hear about the importance of asset management strategies, and we are well aware that paying for these essential projects is complicated. Perhaps, however, the tide is turning. Perhaps we can engage the ultimate "payers" of these projects so that they support such ventures from the get-go and thus increase their willingness to pay. Certainly that would be a positive outcome, and speaking candidly, to do this we must build support differently from the normal community meetings or public hearings-it has to be embedded in the financing itself.
