Maximum allowable hardness. The maximum allowable hardness for calculating protective effluent limitations was determined for each effluent and receiving water combination. This was done by selecting an arbitrary hardness value in the 0-400-mg/L range, calculating effluent limitations, and allowing the effluent metal concentration to equal the effluent limitations.
