The president's surface transportation funding proposal last year, which remains stalled in Congress, would institutionalize practices developed by the administration, such as establishing an online dashboard to show the progress of environmental reviews and permitting on transportation projects, as well as a new interagency center to coordinate permits across agencies. It also would eliminate overlapping reviews and extend authority for state transportation agencies to use federal highway funds to support liaisons at other agencies to help speed environmental reviews.
