Washington-President Bush released FY 2005 budget proposals in early February that envision increases for oil and gas leasing and management operations, but sharp cuts in oil and gas research, associations report. Bush's requests of $11 billion for the Department of Interior and $24.3 billion for the Department of Energy are the largest in the departments' histories, comments the Independent Petroleum Association of Mountain States. Within the Interior budget, IPAMS points out, the administration is requesting $1.76 billion for the Bureau of Land Management, $1.33 billion for the Fish and Wildlife Service, $282 million for the Minerals Management Service, and $920 million for the U.S. Geological Survey.
