West Virginia Groups Fight Permit Proposal

The Independent Oil & Gas Association of West Virginia is working with the West Virginia Oil & Natural Gas Association to oppose a state legislative committee's proposal for new permit fees on Marcellus Shale wells. The proposal also includes restrictions on drilling locations. The draft bill introduced in a joint judiciary subcommittee in mid-November calls for four permit fees: 1.$15,000 for the initial application; 2.$10,000 to modify an existing permit; 3.$5,000 for annual renewals; and 4.$15,000 in reclamation fees. The proposal also seeks individual performance bonds of $25,000 a well, published accounts say.
