LITTLE ROCK, AR.-A proposal to hike Arkansas' relatively new severance tax could be on the November 2012 general election ballot, reports the Arkansas Independent Producers & Royalty Owners Association. With the state's highway department estimating it will need more than $20 billion through the next decade, Arkansas policymakers are looking for ways to bridge the gap between those needs and existing funding mechanisms, says AIPRO Executive Vice President J. Kelly Robbins. He predicts there likely will be legislative attempts to achieve the same end, but a ballot initiative filed with Arkansas Attorney General Dustin McDaniel in early February would raise Arkansas' natural gas severance tax to 7.0 percent and earmark the revenue for state highways.
