Pennsylvania DEP Releases Chapter 78 Final Draft Rule Making

After sifting through 24,000 public comments and undergoing a change in administrations, the Pennsylvania Department of Environmental Protection has released a second version of major proposed amendments to its Chapter 78 regulations governing oil and gas surface operations, the Pennsylvania Independent Oil & Gas Association reports. The draft final rule making, which was to be formally published on April 4 with a 30-day comment period, is divided into separate sets of regulations for conventional and unconventional operations, as mandated by the Pennsylvania General Assembly, PIOGA notes. Together, the rule changes run to nearly 300 pages.
