This is wonderful insight into the creative edge of integrated water resource and watershed management. However, it will take more than "a change in the way communities think about water to achieve it." My experience is that even the EPA does not know how to achieve the watershed agenda.rnWe have known for some time that it will take changes in the programatic structures by which we are governed, but we have not been able to achieve the changes essential to enable the "historic shift" to which you refer.
