Because there are no cacao solids in white chocolate (it is made from cocoa butter, vanilla and milk) the FDA does not recognize white chocolate as chocolate at all and has set no established standards. So if you see a 'white chocolate' product with any fat other than cocoa butter, it's not truly white chocolate and the taste, quality and mouth feel will be poor.
