ADR in Spain: Slow Progress Has Begun to Speed Up

The Kingdom of Spain is located on the Iberian Peninsula, surrounded by the Mediterranean Sea to the south and the east. Spain borders France and Andorra (in the north), Gibraltar (in the south) and Portugal (in the west). Spain is administratively organized in 17 autonomous communities on the peninsula, a number of territories in northern Morocco, and various islands known as the Plazas de Soberania.
