The DAMP Rises: Exemption for Foreign Aircraft AOC Holders from Compliance with Civil Aviation Safety Regulation 99 (DAMP Requirements)

Under part 99 of the Civil Aviation Safety Regulations (CASR) organisations that employ "Safety Sensitive Aviation Activities" (SSAA) employees are required to implement a Drug and Alcohol Management Plan (DAMP). This includes international and domestic airlines. The formal requirements for a DAMP include: 1. a comprehensive drug and alcohol policy; 2. a drug and alcohol education program; 3. a drug and alcohol testing program; 4. a drug and alcohol response program. CASA may also audit an organisation's DAMP. The CASR also establishes a regime for random drug and alcohol tests to be conducted.
