Theft of parts and supplies, seats on military flights sold to civilians, insider attacks, and almost complete illiteracy in the ranks. U.S. air advisors assigned to assist the nascent Afghan air force (AAF) were ultimately stymied by an intractable array of challenges as they helped build "an air force from scratch," in the words of the first commander of the formalized advisory mission.
