Phase 3 Greenhouse Gas Tailoring Rule Retains Current PSD/Title V Thresholds

In a July 12, 2012 final rule (77 FR 41051-41075), EPA retained the current applicability thresholds for greenhouse gas emission sources. Under the current thresholds, greenhouse gas emission sources are not subject to prevention of significant deterioration (PSD) or CAA Title V permitting requirements, unless emissions are well above the levels that would make the source subject to PSD or Title V permitting for other pollutants.
