EPA Finds That Emissions From Pennsylvania Power Plant Interfere With Downwind Attainment

In a November 7, 2011 final rule (76 FR 69052-69077), EPA issued a final finding that emissions from a coal-fired power plant in Pennsylvania significantly contribute to downwind nonattainment, and interfere with attainment of, the national ambient air quality standards (NAAQS). In the action, the agency has granted a CAA Section 126 petition from New Jersey, and found that emissions from the Portland Generating Station, located in Pennsylvania, significantly contribute to nonattainment, or interfere with maintenance of, the one-hour sulfur dioxide (SO_2) NAAQS in New Jersey.
