On June 30,2014 (79 FR 36880-37075), EPA proposed to revise the maximum achievable control technology (MACT) standards for petroleum refineries. The proposed revisions reflect the results of the agency's residual risk and technology reviews of the MACT standards. Residual risk and technology reviews of MACT standards are required under CAA Section 112(f) (2) and (d)(6). In addition, the proposed rule would establish new emission control requirements for previously unregulated emission points, and revise certain currently applicable requirements. The proposed rule would establish additional emission control requirements for storage tanks, flares, and coking units. In addition, the proposed rule would revise emission control requirements for: 1. Catalytic reforming unit (CRU) vents; 2. Relief valve discharges, bypass lines, in situ sampling systems, and routing gases from a fuel gas system to a flare; 3. Equipment leaks; 4. Marine vessel loading operations; 5. Fluid catalytic cracking unit (FCCU) process vents; 6. Sulfur recovery units; and 7. Open-ended valves and lines.
