Testing Times

Every year, in January, the US Department of Defense's Directorate of Operational Test and Evaluation (DOT&E) is required to submit its annual report of the previous fiscal year's (FY) operational testing to Congress. The report is an unclassified document available on the Internet. Summaries of its contents are reported by newspapers and specialist journals worldwide, which tend to emphasise those programmes where the report identified significant shortfalls. Aircraft programmes attract particular attention because they're among the most expensive and long-running.
