How simple it was when airlines were either scheduled or charter. You certainly knew which offered the lowest fares. The charter operators cut costs to the bone and some set standards for efficiency and aircraft utilisation unmatched by the flag carriers. Then along came the low-cost airlines. Cheap flights were no longer the province of the charter airlines and passengers did not have to book inclusive tour holidays to get them. Today, the dividing line between scheduled and charter carrier is blurred, and in any case hardly relevant.
