As the Royal Air Force (RAF) approaches its 90th anniversary on April 1, 2008, many believe that the organisation is in a parlous state - at its weakest and stumbling from one crisis to the next. According to the critics, the RAF is under-funded, overstretched and no longer enjoys the reputation for world-class excellence that it once had. None of these charges are admitted officially, though they are acknowledged readily in every RAF crew room.
