The Constitution of the United States of America gives great powers to the federal government. The first and most important responsibility of the government is to provide for the national defense. Since the passage of the Gold-water-Nichols Reorganization Act of 1986, the President has been required to submit a National Security Strategy (NSS) to Congress annually. The NSS articulates the nation's mid-and long-term national security strategy. The current NSS declares that the President should have the option to use pre-emptive military action to forestall or prevent hostile acts by our adversaries.
