World oil prices, in Saddam Hussein's view, were much too low, and the culprit was Kuwait. In the summer of 1990, thernIraqi dictator demanded that Kuwait stop flooding the market with cheap oil. He further demanded that Kuwait pay Iraq $10 billion.rnBickering over price and production levels was nothing new to OPEC nations, but this spat was different.
