While Gabon has not granted any exploration are for several years, the country’s oil minister Pascal Houangni Ambouroue seems to be playing it hard to get. In mid- October he wrote to Jogmec (Japan Oil, Gas and Metals National Corp) announcing his refusal to grant the concern a reconnaissance contract for the southern onshore area made up of blocks D6, DEF5 and DEF6. In all, the Japanese concern has sent a dozen or so delegations to Libreville to discuss this project with three successive directors of the DGH: Oyima Antseleve (2010-January 2017), Jacob Thaty Tsioba (January to August 2017), then Paul Massassa. With no deal made to show in the end, its efforts appear to have been in vain.
