As he embarks on his fifth term in power, the Djiboutianpresident Ismail Omar Guelleh (IOG) has opted forpolitical continuity and thereby avoided making enemiesof the big hitters in his team by reappointing the majorityof them to his new cabinet on 24 May. The prime ministerand chair of the ruling Rassemblement populaire pour leprogrès (RPP), Abdoulkader Kamil Mohamed (Afar), and his rival, the finance minister and RPP secretary-generalIlyas Moussa Dawaleh (Issa, from the Fourlaba clam),have retained their places.
