Less than a week before the Dadaab and Kakuma refugee camps are due to be closed, diplomats from the European Union, the United States and the United Kingdom are still trying to persuade the Kenyan president Uhuru Kenyatta to change his mind. The ultimatum issued on 24 March by the interior secretary Fred Matiang'i giving the United Nations High Commissioner for Refugees (UNHCR) just a fortnight's notice has prompted the acting American charge d'affaires Eric Kneedler to abandon his customary discretion and take the issue up directly with Kenyatta, indicating to him that Washington could decide to reduce its bilateral aid.
