The fact that there are almost no South African civil servants with expertise in the hydrocarbons sector (Africa Intelligence, 09/06/20) is not the only obstacle to setting up the new entity provisionally named the National Petroleum Company of South Africa (SANPC). Energy minister Gwede Mantashe last June committed to merging the three subsidiaries of the state Central Energy Fund (CEF) within six months. The subsidiaries are PetroSA (exploration/production), IGas (marketing and importing gas), and the Strategic Fuel Fund (SFF), which manages crude stocks.
