In mid-1917 Fit Cdr Fredrick J. Rutland commonly known as 'Rutland of Jutland' after his aerial reconnaissance during the naval engagement on 31 May 1916) and Admiral Sir Herbert Richmond delivered a paper entitled 'Considerations of an attack by torpedo planes on the High Seas Fleet' to commander-in-chief of the Grand Fleet, Admiral Sir David Beatty, for submission to the Admiralty. The objective of this proposal was "to immobilize the High Seas Fleet, or, if that be not completely effected, to drive it to the East and block its return, so to prevent it from operating against an inshore squadron of the type we desire to maintain for the purpose of preventing the enemy from removing the obstacles in the approaches to the German harbours in the Bight."
