Brazil was a pioneer in Latin America when it came to creating its own air force as a separate armed service. On 20 January 1941, President Getulio Vargas signed a decree establishing the Aeronautics Ministry and merging army and naval aviation into the Forcas Aereas Nacionais, the name of which was changed on 22 May to the Forca Aerea Brasileira (FAB, Brazilian Air Force). It was equipped with aircraft bought in the 1930s, including 14 Focke-Wulf Fw 58 Weihe bombers and 24 Vultce V-11GB-2s for attack and reconnaissance. In total, 331 aeroplanes were transferred from the army and 97 from the navy.
