Public interest in the nation's space program began to decrease even before the last Apollo crew made its round trip to the Moon in December 1972. The significance of this change was not lost on senior NASA management. "I began to get concerned," remembered then-NASA Administrator James Fletcher "...about the growing disillusionment about space. Magazine articles appeared asking the question 'Why are we spending so much money in space? And if we can land somebody on the Moon, why can't we solve this or that problem on Earth?"
