EU LOOKS TO COPENHAGEN AND BEYOND

In the last weeks before the international climate change talks in Copenhagen, the EU has been staking its claim to global green leadership again. Last year, the EU committed to unilaterally cutting its own emissions by 20% by 2020. In October, European leaders upped the ante, pledging emissions reductions of at least 80%-95% by 2050 if other developed countries join in. Is Europe losing its green head-start? There are growing concerns in Brussels that investment in clean technology and infrastructure is not keeping pace with other countries - particularly China, which has directed a significantly higher percentage of recent stimulus measures towards greening than Europe.
