This includes using the best possible informationon the needs of the population and the anticipated use of services to make reasonablecapacity and cost projections, a process often referred to as “needs-basedplanning.” The principles, assumptions, and methodologies involved in needs-basedplanning apply to the substance use field, as much as any other part of the health caresystem. This work has been a core element of epidemiological and services research inthe field for several years.
